Paul Domjan is a Director of John Howell and Company Ltd. He is also a Managing Director of Country Insights Ltd, which was spun-out of JH&Co in 2011 to develop products based on JH&Co's country analytics methodologies. At JH&Co, he focuses on economic competitiveness, risk and regulation, and natural resources and is the process lead for scenario thinking and stakeholder engagement. in 2010, Paul led JH&Co's work to support the Solicitors Regulation Authority in developing a risk-based, outcomes-focused approach to supervision and benchmark compliance tendencies in the population of regulated firms.

He is also active in the policy, think tank and academic worlds. He has adviced the He has been a member of the executive committee of the Constellation Energy Institute, which focuses on building energy policy cooperation in Central Europe; the Energy Fellow at the Stockholm Network, the leading pan-European think tank and market oriented network, and a British Marshall Scholar at Wolfson College, University of Oxford with a specialty in the political and economic geography of oil and gas producing countries. He led the Stockholm Network’s Carbon Scenarios Project, which was released in June of 2008. He has advised on energy, energy technology and climate on a number of major projects of the Atlantic Council, Chatham House, CSIS and the Heritage Foundation.

Mr. Domjan previously served as the first Energy Security Advisor to the US European Command of the US Department of Defense where he developed an energy security strategy for Europe, Eurasia, and Africa. He was responsible for coordinating US energy security policy in this area within the Department of Defense, with other agencies of the US government, with foreign governments, with major energy companies, and with civil society organizations. He regularly briefed and advised both civilian and military senior decision makers.

Prior to this appointment, Mr. Domjan was the deputy political analyst in the scenario planning group at Royal Dutch/Shell, where he was responsible for political issues in Europe, Eurasia, the Middle East, and North America. He has also consulted on the oil and gas industry for the World Bank. He holds an M.Phil. from Oxford and a B.A. from the University of Texas at Austin and has also studied at the Budapest University of Economic Sciences and Public Administration, the Middlebury College Russian School, and Reed College. Mr. Domjan speaks Russian.
