John Howell studied Modern History at Oxford University before entering the shipping industry. In 1979 he was awarded a Robert Schuman Scholarship to the European Parliament in Luxembourg and prepared the Transport Committee's report on Greek Accession to the EC. After training in IT with Accenture he entered the banking industry, where he was latterly Head of German Desk at Nomura International plc and Geschäftsführer (Managing Director) of its Berlin privatization and corporate finance joint venture.

Since founding JH&Co. in 1992, Mr. Howell has advised both public and private sector clients on operational risk, better regulation and good governance. He is a specialist in regulatory compliance, in which field he has worked with the UK Financial Services Authority, EBRD, the Dutch Ministry of Justice, and the Regulatory Management and Reform Group, OECD. He also helped the International Chamber of Commerce with the establishment of its Commercial and Computer Crime Units and was Rapporteur for the Crime on the Internet Study Group (Centre for the Study of Financial Innovation 1997). From 1998 - 2001 he was on the Advisory Board of the Computer Security Research Centre at the London School of Economics. He is author of the 2006 ICC Guide to the Prevention of Money Laundering and Terrorist Financing.

In recent years John Howell advised countries on delisting from FATF watch lists and helped regulators and policy makers establish evidence-based and risk based approaches. In 2003 he was appointed to the National Audit Office's Expert Panel on Better Regulation and has undertaken a number of independent reviews for the UK FSA. He has recently been involved in threat finance assessments and support projects in a number of Middle East and Asian countries for supranational and national government clients. In 2010, he led JH&Co's Qualitative Assurance work with the Solicitors Regulation Authority, engaging with the SRA's senior management in support of their transition to risk-based, outcomes-focused regulation. Currently he is coordinating one of the largest asset recovery processes to come out of the 2008 crash. John speaks fluent German, Dutch and French.
