David Artingstall joined the Metropolitan Police in 1985, after studying Mathematics at Oxford University. He served in uniform in South London, before joining Special Branch at New Scotland Yard, working on national security and terrorism matters.
In 1993, Mr Artingstall qualified as a financial investigator and joined the Special Branch Financial Investigation Unit, where he became an acknowledged expert on terrorist financing matters. He co-authored a guide to the financial provisions of the UK terrorist legislation and lectured extensively on the subject, in addition to his operational duties.
Mr Artingstall moved to the National Criminal Intelligence Service (NCIS) in 1996, where he worked in a variety of financial intelligence roles in the UK FIU and the Special Projects Branch. He was a founder member of the NCIS Terrorist Finance Team in the immediate aftermath of September 11, 2001. His final role at the FIU was as policy and staff officer to the Director of Financial Intelligence, representing the Director, NCIS and the UK at a variety of conferences and meetings on anti-money laundering/terrorist finance issues.
Immediately prior to joining JH&Co, Mr Artingstall worked at the Financial Services Authority (FSA), the UK’s City regulator, as a Technical Specialist in the Financial Crime and Intelligence Division. He led the Research and Products Team, responsible for intelligence risk assessment work, drafted the FSA’s Intelligence Strategy and managed the implementation project, and provided advice and guidance on intelligence, anti-money laundering and terrorist finance across the FSA.
